Organizational Setting The Department of Management’s Division of General Services (MTGS) provides support functions to the IAEA through its four Sections: the Archives and Records Section (ARMS), the Commissary Management Section (CMS), the Facilities Management and General Support Section (FMGSS) and the Seibersdorf Laboratories Services Section (SLSS). Among the five Sections, the Seibersdorf Laboratories Services Section (SLSS) provides site operation technical and administrative services to the work of the IAEA’s laboratories. SLSS services include facilities, technical, engineering, property and transport management, and site security through its management of the Seibersdorf Protective Force (SPF). The Section has a diverse complement of 35 staff, including technicians, drivers, procurement assistants and IT support. The armed SPF provides around‑the‑clock security for the site. Main Purpose Reporting to the Director of General Services, the Section Head provides leadership to SLSS staff and contractors in the supervision and execution of all matters related to the site services required for sustained safe and efficient operation of the Seibersdorf laboratories, which include the development of strategic initiatives and plans, coordination with constituent Departments, liaison with civil authorities, and the VIC‑based UN Safety and Security Services (UNSSS). Role The Section Head is: a team leader, ensuring prompt and efficient service delivery, and supporting staff development; an adviser to the Director of General Services on strategies and issues related to site operation services at the Seibersdorf laboratories; a manager responsible for effective human and financial resource management; a coordinator of engineering, safety and security delivery. Functions / Key Results Expected Lead the SLSS in the strategic vision for the achievement of management results at the Seibersdorf laboratories. Plan, organise, manage and evaluate the work of the team, continually reviewing effectiveness, focusing on priorities and driving for excellence in line with the IAEA’s quality management and results‑based programming approach. Plan and manage all activities related to facility management, buildings maintenance, infrastructure development, utilities provision, local procurement, as well as information and communication technology to ensure efficient operation of the laboratories. Ensure that existing processes are regularly reviewed and develop, or approve, proposals for continuous improvement to create a best practice environment. In consultation with the IAEA Central Security Coordinator (CSC) and Austrian authorities, plan and coordinate the implementation of a broad range of security, safety, and emergency measures required for the safe operation of the laboratories in compliance with UN and national regulations, entailing significant financial responsibility. Contribute to the establishment of procedures for handling the disposal of dangerous materials and coordinate their implementation, subject to stringent oversight. Organise and supervise the logistics of training courses, seminars and lectures at the laboratories. Keep abreast of best practices in engineering, safety management and site operations, and seek continuous technology and process improvement in the delivery of services. Main Purpose Reporting to the Laboratory Head and the Reference Material Specialist of the Terrestrial Environment Radiochemistry (TERC) Laboratory, the Senior Laboratory Technician supports the operations of the TERC Laboratory for stable isotope analysis and the provision of reference materials and proficiency test exercises. Specifically, the Senior Laboratory Technician prepares and conducts isotopic analyses of organic and inorganic samples in solid, liquid, and gaseous forms using Isotope Ratio Mass Spectrometry (IRMS) and laser spectroscopy. The role also involves developing and optimising analytical protocols for the characterisation of reference materials. The Senior Laboratory Technician is responsible for data calculation and normalisation, data quality assessment, and reporting, ensuring the accuracy and reliability of measurements in compliance with the laboratory’s ISO 17025 and ISO 17034 quality management systems. Organizational Setting The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole. The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all‑safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards‑relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support. The Office of Safeguards Analytical Services (SGAS) is responsible for the analysis of inspection samples collected in the field. Located about 45 km south of Vienna in Seibersdorf, SGAS is organized into three sections: the Nuclear Material Laboratory (NML), the Environmental Sample Laboratory (ESL) and the Coordination and Support Section (CSS). The laboratory sections conduct the screening, chemical treatment and measurement of the inspection samples. The Coordination and Support Section provides a variety of key services to the laboratories, as well as managing the network of analytical laboratories. SGAS also manages analytical and inspection activities in a dedicated On‑Site Laboratory at the Rokkasho Reprocessing Plant in Japan. Main Purpose Reporting to the Laboratory Head, the Sample Coordination and Reporting Associate oversees a wide scope of administrative processes covering the life cycle of samples in the Nuclear Material Laboratory, ensuring compliance with the requirements of the ISO 9001:2015 certified quality management system of SGAS. The Sample Coordination and Reporting Associate is the focal point between the customer and the laboratory analysts, and is responsible for ensuring the confidentiality of all data associated with the samples. Functions / Key Results Expected Register and acknowledge samples and other nuclear material shipments arriving at the Laboratory. Ensure completeness of sample data entries to the Analytical Information Management System (AIMS) and interact with IT developers for troubleshooting and system enhancements. Assign analytical instructions for routine and non‑standard analyses in consultation with the Laboratory Head and/or Nuclear Fuel Cycle Analysis Section (IFC) in the Division of Information Management. Calculate results and prepare analytical reports. Quality check analytical results against established quality assurance guidelines. Organize and archive confidential sample receipt and results reports. Oversee the sample lifecycle in the Laboratory and inform stakeholders of unneeded samples and residues for wasting. Collect metal seals and combine them with official confidential documents for transport to headquarters for verification. Prepare shipment documentation for nuclear material samples, reference material and residue wasting. Provide periodic reports for statistical evaluation. Oversee the stock of reference materials to maintain suitable levels for operational continuity. Guide and coordinate activities of the more junior staff within the team. Participate in the SGAS on‑call system. The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations. Chemistry Radiochemistry In‑depth understanding of the analysis of actinide and non‑actinide radioisotopes. Qualifications, Experience and Language Skills Completed secondary education. Higher education or training in chemistry and/or analytical chemistry an asset. Minimum of six years of relevant working experience, including at least three years in an analytical chemistry or related laboratory. Practical experience working within an ISO 9000 or ISO 17025 quality system an asset. Practical experience with a laboratory information management system an asset. Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset. Testing to IAEA standard may be part of the process. Note: In‑line with nuclear security requirements, persons undertaking the Sample Coordination and Reporting Associate role are required to undergo security background checks. Remuneration The IAEA offers an attractive remuneration package including a tax‑free annual net base salary starting at EUR 68,788 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks’ annual vacation, pension plan and health insurance.
